Opening of 54 new Kendriya Vidyalayas under Civil Sector

The Committee on Economic Affairs has approved the opening of 54 new Kendriya Vidyalayas (KVs) under Civil Sector during the 12th Five Year Plan as recommended by the Expenditure Finance Committee. These 54 KVs will be located in 53 districts in 17 States. 

The total cost of opening of these new KVs is projected at Rs. 927.40 crore. The non-recurring costs covering constructions cost, furniture, fixture will be Rs. 793.58 crore and recurring cost covering pay and allowance and other expenses will be Rs.133.82 crore. Per unit cost of construction of a school building is Rs. 14.55 crore. 

These new KVs when fully functional will provide quality education to approximately 54,000 students in addition to 12 lakhs students already studying in the present KVs. 

The main objective of KVS is to cater to the educational needs of children of transferable Central Government employees including defence and para-military personnel by providing a common programme of education. There are at present 1094 functional Kendriya Vidyalayas including three abroad. These are in Moscow, Kathmandu and Tehran. 

Kendriya Vidyalayas are considered as model schools in terms of physical infrastructure, teaching resources, curriculum and academic performance. These schools constitute important educational infrastructure spread over the length and breadth of the country. Kendriya Vidyalayas are pace setting schools, have consistently turned out excellent academic performance, as is evident from Board Results of Class X and XII exams conducted by the Central Board of Secondary Education (CBSE).

Kendriya Vidyalayas set to switch to 5-day week for primary classes

All Kendriya Vidyalayas (KVs) across the country are likely to switch to a five-day week for primary classes (up to Class 5) from the new academic session.

The proposal for a five-day week to “give space for students to pursue self-learning as per their aptitude and interest” is set to be taken up by the Board of Governors of the Kendriya Vidyalaya Sangathan on Tuesday. Officials said the board was likely to clear the move. However, a proposal to cut the working hours of KV teachers was unlikely to be passed, said sources.

HRD Minister Pallam Raju chairs the board, while Minister of State Jitin Prasada is a member. The proposal to switch to a five-day schedule is in keeping with the Right to Education Act. The proposal was first mooted by the KVs in 2012, but was rejected.

“There should be no objection to a five-day week for primary students as the KVs will still be able to meet the 200 school days requirement mandated under the Right to Education (RTE) Act. The schools will also be able to meet the stipulated minimum teaching hours requirement under the Act. So there is little argument to subject the younger children to an extra day at school,” said an official.

The KVs have increased working hours for teachers from 6 hours 10 minutes to 7 hours 30 minutes, as stipulated under the RTE Act. Teachers have opposed the decision.

OFFICE ORDER

In reiteration of the Office Order No. 1-3/2002-KVS(Acad) dated 2nd April, 2003, the Compensatory Leave to the teaching staff of the Vidyalayas for attending Vidyalayas on Second Saturday, Sunday & Holidays and during breaks if the period is less than 10 days, may be regulated as follows :

(1) Half day’s compensatory leave may be granted for taking extra classes for a minimum of two and upto four hours in a day.

(ii) Full day’s compensatory leave may be granted for taking extra classes for more than four hours in a day.

(iii) Whenever teachers are required for escort and training duties etc. on second Saturdays, Sundays, Holidays and breaks, normally they are required to stay for a considerable time and as such may be permitted full day’s Compensatory Leave in lieu of attending duties on each day provided they are not paid TA/DA for such duties.

(iv) Normally Compensatory Leave may be granted to the teaching staff within one month of it’s becoming due. However, in exceptional circumstances, where grant of Compensatory leave to all the staff within a month may cause serious dislocation of work, the Compensatory Leave may be permitted to be availed subsequently. Further, there will be no limit upto which the Compensatory Leave may be allowed to be availed of at a time. It may be noted that “No Leave Encashment” is payable for unavailed compensatory leave at the time of superannuation, resignation or death.

Kendriya Vidyalaya Sangathan has decided to encourage yoga education in all its schools. The National Curriculum Framework (NCF) 2005 has set broad guidelines for physical education and elucidated the importance of including yoga as a compulsory subject. Yoga education contributes to not merely the physical development of the child but have a positive impact on psychosocial and menial development as well. Yoga is to be taught from class VI onwards in all the Kendriya Vidyalayas.

Sir/ Madam,
   This has a reference to the subject cited above and to state that the salary to the staff of Kendriya Vidyalaya Sangathan is being disbursed by Union Bank of India through its web-portal for which adequate funds is regularly remitted to the UBI well in time by the Sangathan. The existing system of disbursal of salary to the staff through UBI Web-portal is not only a hassle free and full proof arrangement but also saves time on both sides. As a result, all employees of Sangathan are getting their salary on the last working day. There are instances where the project authorities failed to remit the funds to Vidyalayas as per the terms & conditions of (MOU) Memorandum of Understanding to meet the Recurring & Non-recurring expenditure including salary that facilitated slight delay in disbursal of salary to the employees of one or two project Vidyalayas. In such cases too, Sangathan initiated necessary action suo motu and provided required funds to meet such contingency.

   Approval of the Additional Commissioner (Administration), KVS (HQ), New Delhi is herby accorded for appointment of the Authorized Medical Attendants (as per list attached bearing Sl.No. 01-51) in terms of CS (MA) Rules 1944 for providing medical treatment to the employees of KVS(HQ), Regional Office, Delhi and the Kendriya Vidyalayas under the said Regional Office and members of their families residing in a radius of 16 Km for the year 2013-14 (w.e.f. 01.04.2013 to 31.03.2014).

   The appointment of the aforesaid doctors as AMA has been made on the basis of Panel (List) of Doctors circulated vide O.M CGEWCC/2013-14 AMA dated 01.04.2013 issued by the Secretary CGEWCC, subject to the terms & condition mentioned therein.

   Before taking treatment the employees should submit option for maximum two AMAs to the Drawing & Disbursing Officer (DDO) concerned in terms of G.I.M.H & F.P. O.M No. S.14025/113/79-MS, dated the 28th May, 1982 and C & A.G, Cir No. (MA) Rules, 1944.

   The aforementioned appointment of the Doctors is subject to the following conditions.

   i) That he/she will charge consultation and injection fee at the rates prescribed under the Central Services (Medical Attendance), Rules. 1944.

   ii) That he/she will be required to follow strictly the rules under the said Rules and orders issued from time to time there under.

   iii) That his /her appointment could be terminated even before the expiry of his/her term without assigning any reasons or giving any notice.

NOTICE

   It is hereby ordered that if a KVS employee wants to visit KVS(HQ), New Delhi in connection with transfer or any other service matters, he/she should have the permission of his/her controlling authority i.e. Dy. Commissioner, KVS, RO/Director ZIET/Principal, KV concerned alongwith his/her ID proof.

   It has been noted recently that many KVS employees are bringing external influences for furtherance of their service matters especially transfers to their choice stations. All KVS employees are hereby advised to resist from bringing any external influence for furtherance of their service matters, as it constitutes violation of Conduct Rules. Erring officials will be dealt with sternly in future under relevant service rules.

   The requests received from the employee concerned for transfer/modification/cancellation of transfer etc. or any other service matters will only be considered. Any request received from his/her family members or near relations/others will not be entertained/responded.

   This issues with the approval of the competent authority KVS.

   (a) & (b) Yes, Sir. The employees of the Kendriya Vidyalaya Sangathan (KVS) are eligible to avail amenities and facilities of Staff Quarters, Medical Facilities and Shikshak Sadans at Bhopal and Jaipur.

   (c)    Yes, Sir.

   (d)    The benefits under the scheme would be akin to the benefits granted to the Central Government Employees under CGEGIS, 1980. The scheme is wholly contributory and thus on a self-financing basis. The scheme is meant to provide twin benefits of a welfare cover to help the family of employees of KVS in the event of unfortunate death while in service and a lump-sum payment to augment their resources on retirement, resignation, etc. The amount of monthly subscription and the welfare cover to the employees is as under:-

   e) to (g) 21 Swimming Pools and/ or Gym were constructed in different Kendriya Vidyalayas in Gujarat, Haryana, Chandigarh, Delhi and Uttar Pradesh by signing Build Operate Transfer (BOT) agreements with private parties between November 2001 and June 2004 by the KVS. As per the agreements entered into at the time of creation of these facilities, the concessionaries are to provide free of cost training facilities to school children and staff or any other users decided by the KVS authorities during school hours, which includes instructors, trainers, life guards and necessary equipment/materials etc.
