Subject- Grant of Transport Allowance to Central Government Employees – Extension of benefit of Transport Allowance at double the Normal Rates to Deaf and Dumb Employees – Implementation of the Order of the Apex Court – regarding.

The undersigned is directed to refer to Order dated 12th December, 2013 of the Hon’ble Supreme Court of India in Writ Petition (Civil) No. 107/2011 of Deaf Employees Welfare Association & Another v/s Union of India & Others, and to say that in compliance of the said judgement of the Apex Court, it has been decided to extend the benefit of Transport Allowance, as admissible to blinds and orthopaedically handicapped employees in terms of para 2 (i) of Ministry of Finance, Department of Expenditure O.M. No.21(2)/2008-E.II(B) dated 29th August, 2008, to deaf and dumb employees of the Central Government also, with immediate effect, subject to the condition that the recommendation of the Head of ENT Department of a Government Civil Hospital is received by the Head of Department and fulfilment of other conditions mentioned in Ministry of Finance, Department of Expenditure O.M.No, 19029/1/78-E IV(B) dated 31st August, 1978 read with O.M. dated 29.08.2008.

2. In so far as the persons serving in the Indian Audit and Accounts Department are concerned, this Order issues in consultation with the Comptroller and Auditor General of India.

Subject:- Grant of Non-Productivity Linked Bonus (Ad-hoc Bonus) to Central Government Employees for the year 2012-13 - Extension of orders to Autonomous Bodies.

   Orders have been issued vide this Ministry's Office Memorandum No. 7/24/2007 E-III(A) dated 27th September, 2013 authorizing 30 days emoluments as Non-PLB (Ad-hoc bonus) for the accounting year 2012-13 to the eligible Central Government employees not covered by the Productivity Linked Bonus Schemes, subject to terms and conditions laid down therein.

   2. The undersigned is directed to say that it has now been decided that the Non-PLB (Ad-hoc) bonus so admissible subject to the terms and conditions laid down in the aforesaid orders, may be extended to the employees of autonomous bodies, partly or fully funded by the Central Government which (i) follow the pattern of pay structure and emoluments identical to that of the Central Government and (ii) do not have any bonus or ex-gratia or incentive scheme in operation.

Subject: Allowances and Special Facilities to Civilian Employees of the Central Government serving in the States of the North Eastern Region (including Sikkim) and in the Union Territories of Andaman & Nicobar, Lakshadweep group of Islands — Extension of the benefits related to Travelling Allowance to Civilian Employees posted in Ladakh region of the State of Jammu & Kashmir- Implementation of the recommendations of the Sixth Central Pay Commission- reg.

   With a view to attracting and retaining competent officers for service in the North-Eastern Region(NER), Andaman & Nicobar(A&N) Islands and Lakshadweep group of Islands, consolidated orders relating to Allowances and Special facilities to the Civilian Central Government employees posted in those areas were issued vide this Department’s OM No. 11(2)/97-E.II(B) dated 22.07.98 as amended from time to time.

   2. The Sixth Central Pay Commission had inter-alia recommended that all concessions allowed to Government employees in NER be also extended to the Government employees posted in Ladakh. On acceptance of the recommendations of the Sixth Central Pay Commission, the President is now pleased to decide that concessions related to Travelling Allowance on First Appointment, Travelling Allowance for Journey on Transfer, Road Mileage for Transportation of Personal Effects on Transfer as per para 2(v) and (vi) of this Department’s OM No. 11(2)197-E.II(B) dated 22.07.98, as amended from time to time, shall extend to the Civilian Central Government employees posted in Ladakh region of the State of Jammu & Kashmir also.

   3. This Order will take effect from September 1, 2008.

   4. In respect of persons serving in the Indian Audit & Accounts Department, this Order issue in consultation with the Comptroller and Auditor General of India.

   The undersigned is directed to invite an attention to the provisions contained in Rule 13 of the CCS(RP) Rules, 2008, which provides for the method of fixation of pay on promotion on or after 1.1.2006 in case, inter-alia, of promotion from one grade pay to another. The Rule provides for fixation of pay by way of addition of one increment equal to 3% of the sum of the pay in the pay band and the existing grade pay (rounded off to the next multiple of 10) to the existing pay in the pay band and then fixing the pay in the promotional post as per the procedure prescribed therein.

Subject: Central Civil Services (Revised Pay) Rules, 2008 - the re-exercise of option under Rule 6 of the Central Services (Revised Pay) Rules, 2008 in case of employees covered under the OM dated 19.3.2012.

   The undersigned is directed to invite a reference to Rules 5 & 6 of the CCS(RP) Rules, 2008, as per which a Central Government employee had an option to elect to come over to the revised pay structure either from 1.1.2006 or from the date of his next increment or from the date of promotion, upgradation of pay scales. Such an option was to be exercised within 3 months from the date of publication of CCS (RP) Rules, 2008. The rule also provides that the option once exercised shall be final.

   2. This Ministry issued instructions vide this Department’s OM No.10/2/2011-E-IIIA dated 19.3.2012, providing that those Central Government employees who were due to get their annual increment between February, 2006 to June, 2006 may be granted one increment on 1.1.2006 in the pre-revised pay scale as a onetime measure and, thereafter, they will get the next increment in the Revised Pay structure on 1.7.2006 as per Rule 10 of the CCS (RP) Rules,
2008.

Subject:- Clarification on the admissibility of House Rent Allowance (HRA) during the Child Care Leave (CCL) - Reg.

   The undersigned is directed to refer to Para 6 (a)(i) of this Ministry’s O.M. No.2(37)-E.II(B)/64 dated 27.11.1965, as amended from time to time, on regulation of House Rent Allowance during Leave which stipulates that a Government servant is entitled to draw HRA..... during total leave of all kinds not exceeding 180 days and the first 180 days of the leave if the actual duration of leave exceeds that period; but does not include terminal leave,...... It has also been stipulated, thereunder, that drawal of the allowance (HRA) during the period of leave in excess of first 180 day availed of on grounds other than medical grounds mentioned in sub-para (ii), shall be subject to furnishing of the certificate prescribed in Para 8(d) of the O.M. ibid.

Sub:- Central Government Employees Group Insurance Scheme-1980 — Tables of Benefits for the savings fund for the period from 01.01.2012 to 31.12.2012.

   The undersigned is directed to refer to this Ministry’s O.M. No.7 (1)/EV/2010 dated 31st January, 2011 forwarding therewith Tables of Benefits under CGEGIS for the year 2011. New Tables of Benefits for the savings fund of the Scheme based on a subscription of Rs. 10 per month from 1.1.1982 to 31.12.1989 and Rs.15 per month w.e.f. 1.1.1990 onwards have been prepared for the year 2012 and a copy of the table is enclosed. Another Table of Benefits for the savings fund based on a subscription of Rs. 10 per month for those employees who had opted out of the revised rates of subscription w.e.f. 1.1.1990 have also been drawn up for the year 2012 and a copy of that table is also enclosed. The amounts in the Tables have been worked out on the basis of interest @ 10% per annum(compounded quarterly) for the period from 1.1.1982 to 31.12.1982, 11% per annum(compounded quarterly) w.e.f. 1.1.1983 to 31.12.1986, 12% per annum(compounded quarterly) w.e.f. 1.1.1987 to 31.12.2000, 11% per annum (compounded quarterly) w.e.f. 1.1.2001 to 31.12.2001, 9.5% per annum(compounded quarterly) w.e.f. 1.1.2002 to 31.12.2002, 9.0% per annum(compounded quarterly) w.e.f. 1.1.2003 to 31.12.2003, 8% per annum (compounded quarterly) w.e.f. 1.1.2004 to 30.11.2011 and 8.6% per annum (compounded quarterly) w.e.f. 1.12.2011 onwards. The mortality rate under the Scheme has been taken as 3.75 per thousand per annum up to 31.12.1987 and 3.60 per thousand per annum thereafter in both the cases. While calculating the amount it has been assumed that the subscription has been recovered or will be recovered from the salary of the month in which a member ceases to be in service failing which it should be deducted from accumulated amounts payable.

   2. In its application to the employees of Indian Audit and Accounts Department this Office Memorandum issues in consultation with the Comptroller and Auditor General of India.

   The undersigned is directed to refer to this Department’s O.M. of even No. dated 17th October, 2011 revising the Dearness Allowance w.e.f. 1.7.2011 in respect of the employees of the Central Government and the Central Autonomous Bodies who continue to draw their pay and allowances in the pre-revised scales of pay as per 5th Central Pay Commission.

   2. The rates of Dearness Allowance admissible to the above categories of employees of the Central Government and the Central Autonomous Bodies shall be enhanced from the existing rate of 127% to 139% w.e.f. 01.01.2012. All other conditions as laid down in the O.M. of even number dated 3rd October, 2008 will continue to apply.

   3. The contents of this Office Memorandum may also be brought to the notice of the organizations under the administrative control of the Ministries/Departments which have adopted the Central Government scales of pay.

Subject:- Payment of Dearness Allowance to Central Government employees - Revised Rates effective from 1.1.2012.

   The undersigned is directed to refer to this Ministry’s Office Memorandum No. 1 (14)/2011-E-II(B) dated 3rd October,2011 on the subject mentioned above and to say that the President is pleased to decide that the Dearness Allowance payable to Central Government employees shall be enhanced from the existing rate of 58% to 65% with effect from 1st January, 2012.

   2 The provisions contained in paras 3, 4 and 5 of this Ministry’s O.M. No. 1 (3)/2008-E-II(B) dated 29th August, 2008 shall continue to be applicable while regulating Dearness Allowance under these orders.

   3 The additional instalment of Dearness Allowance payable under these orders shall be paid in cash to all Central Government employees.

   4 These orders shall also apply to the civilian employees paid from the Defence Services Estimates and the expenditure will be chargeable to the relevant head of the Defence Services Estimates. In regard to Armed Forces personnel and Railway employees separate orders will be issued by the Ministry of Defence and Ministry of Railways, respectively.

   5 In so far as the persons serving in the Indian Audit and Accounts Department are concerned, these orders issue in consultation with the Comptroller and Auditor General of India.

RESOLUTION

   It is announced for general information that during the year 2011 2012, accumulations at the credit of subscribers to the General Provident Fund and other similar funds shall carry interest at the rate of 8% (Eight per cent) for the period from 1.4.2011 to 30.11.2011 and 8.6% (eight point six percent) with effect from 1.12.2011.  The funds concerned are:—

1. The General Provident Fund (Central Services).
2. The Contributory Provident Fund (India).
3. The All India Services Provident Fund.
4. The State Railway Provident Fund.
5. The General Provident Fund (Defence Services).
6. The Indian Ordnance Department Provident Fund.
7. The Indian Ordnance Factories Workmen’s Provident Fund.
8. The Indian Naval Dockyard Workmen’s Provident Fund.
9. The Defence Services Officers Provident Fund.
10. The Armed Forces Personnel Provident Fund.

Subject: – Provision of computer at the residence of officers of the level of  Joint Secretary or equivalent and above-reg.

   The undersigned is directed to refer to this Department’s OM Nos. 7(4)/E.Coord./99 dated 1st August, 2000, dated 4th March, 2002 and 29th July, 2004 on the above subject. Keeping in view the advancement and rapid obsolescence in the configuration of desktop computers, it has been decided, in consultation with D/o Information Technology, that subject to the minimum configuration as in the Annexure to this OM, Ministries/Departments may decide on the configuration (hardware and software) of desktop computers to be provided to officers of the level of Joint Secretary and above themselves. The overall cost ceiling will however remain unchanged at Rs. 1,00,000/- (Rs. One lakh only) per piece (hardware and software included).

   2. Officers who are entitled and avail of the facility of the computers and peripherals indicated above should pay an amount of Rs. 300/- per month from the date the computers are installed.

   3. Payment for broadband connectivity will be regulated as per this Department’s OM No. 7(140/C&V/2006 dated 14th November, 2006 regarding reimbursement of telephone charges.

   4. On handing over the charge of the post; the officer may be given the option to retain the computer on payment of book value. For the purpose of calculation of book value a depreciation of 15% per year may be adopted. Thus, an officer who has had a term of five years will be required to pay 25% of original cost of the computer at the time of handing over charge at the end of the term deducting depreciation of 75% (15%x5).

   5. The Computer and its peripherals will remain Government Property. The Officer will personally be responsible for the safety and security of the computer. In case of loss, the loss will be recovered from the officer based on the book value of the computer after allowing for depreciation of 15% per annum as stated at para 4 above. The officer concerned will be at liberty to have the computer insured at his personal cost.
