Sub: Appointment of STBS (Station Ticket Booking Sewaks) at ‘E’ category Stations.

   At present at ‘E’ Category stations, Booking Clerks have not been posted at most of the stations and ticket activities are performed by Station Masters (SMs) / Assistant Station Masters (ASMs) who are also performing operational duties. With a view to facilitate Station Managers/ Assistant Station Managers to concentrate better on train operations and also to facilitate passengers to get tickets it has been decided to appoint Station Ticket Booking Sewaks (STBS) at ‘ E’ Category stations as a pilot project for one year only at those stations where power and connectivity are available. Detailed features of the scheme are enclosed.

   Ref: Board’s letter E(NG)-1/2008/PM1/15 dated 06.04.2011

   Staff side in the meeting of Cadre Restructuring Committee demanded that revised percentages structure prescribed for other catering staff may be extended to the Parliament Catering Staff working under the administrative control of Northern Railway.

Education – A Necessary Tool for National Progress and Social Change, says President Pranab Mukherjee.

.   The President has said there should not be any confrontation between the environment considerations and development requirements. Inaugurating the National Day Education celebration and Jawaharlal Nehru National Science, Mathematics and Environment Exhibition (JNNSMEE) 2013, at Gangtok, Sikkim today, the President Shri Pranab Mukherjee said that it is high time that we redefine the concept of development in a wider prospective and try to find innovative ways on scientific knowledge and mathematical understanding to tackle them.

   Paying rich tribute to the first Education Minister of the country, Maulana Abul Kalam Azad, the President described him as a great visionary, freedom fighter, scholar and eminent educationist. He said it was Maulana Azad who had woven the fabric of a secular, liberal, modern and universal education system. Calling for promotion of innovation, he said it will be the determining factor of growth in the future. In a world marked by resource constraints growth will increasingly depend on technology upgradation. It is the innovation in Science and Technology which can lead to development of new products and processes which could act as a catalyst for growth. Describing education as a necessary tool for national progress, human empowerment and social change the President said the changes made in the education system including Right to education, implementation of Sarva Shiksha Abiyaan, Rashtriya Madhyamik Shiksha Abiyaan (RMSA) to strengthen the seconadry school system in the country and now launching of the Rashtriya Uttachar Shiksha Abiyaan (RUSA) will have far reaching positive implications.

Subject: Change in the date of Holiday on the occasion of Muharram -reg.

   The Holiday on the occasion of Muharram was listed on Thursday the 14th November, 2013 vide Annexure I of this Department's O.M. No 12/4/2012-JCA-2 dated 5th June, 2012. This was dependent on sighting of the Moon. It has now been decided that for offices in Delhi / New Delhi, the Holiday on the occasion of Muharram will now be on Friday, the 15th November, 2013 and all Central Government Administrative offices located in Delhi / New Delhi shall remain closed on account of Muharram on 15th November, 2013.

Regarding withdrawal from the NPS on death of by the employees who have been allotted PRAN and their contribution uploaded to NSDL.

Subject : Regarding withdrawal from the NPS on death of by the employees who have been allotted PRAN and their contribution uploaded to NSDL.

Sir/Madam,

   The Pension Fund Regulatory and Development Authority (PFRDA) has now provided the interim procedure for withdrawal requests of employees arising out of the subscriber’s death. The PFRDA approved Withdrawal Form 103GD with Form 401 AN(Annexure) along with supporting documents are enclosed as annexure (Annexure—B). You are requested to follow the process as advised by PFRDA. The Withdrawal Form 103GD with Form 401 AN (Annexure) along with the supporting documents are to be submitted through to the Exceptional Handling Cell — CRA.
